Both measures have been heatedly debated.Measure 49 has been contested by real estate developers and farmers who hope to build subdivisions on their properties.
Supporters have pushed for Measure 37 to be fixed to prevent so many farmlands from being overrun with huge development, which could also harm groundwater for neighboring communities. Measure 50, also called the Healthy Kid's Act, would increase health insurance to children whose families make too much money for Medicaid, yet cannot afford health insurance. Opponents of the measure are concerned that Measure 50 adds a hidden sales tax to the Oregon Constitution. Supporters argue that by taxing cigarettes, Oregon's kids will have health care and the overall health of Oregonians will increase. Measure 50 is similar to the federal act"State Children's Health Insurance Program," which is under scrutiny.

Measure 50
AMENDS CONSTITUTION: DEDICATES FUNDS TO PROVIDE HEALTH CARE FOR CHILDREN, FUND TOBACCO PREVENTION, THROUGH INCREASED TOBACCO TAX.
