The Oregon Department of Environmental Quality is proposing a new regulation that would allow agency inspectors to write "Expedited Enforcement Offers" or tickets for environmental violations.
This option would give DEQ an additional, alternative and faster method of dealing with violations that do not have a significant adverse impact on human health and the environment, but still require attention. DEQ would continue to use its traditional, formal enforcement process for more serious or repeated violations of environmental laws.
"Offering this expedited option will allow us to be more flexible and effective in our enforcement efforts across a broad range of DEQ programs," said Jane Hickman, administrator for DEQ's Office of Compliance and Enforcement. "Expedited enforcement will provide a less expensive and faster form of enforcement than traditional formal enforcement actions and will also allow DEQ to address violations more efficiently. DEQ believes that these efficiencies may allow inspectors additional time to conduct more inspections."
